Central Registry of Credits

The Central Credit Registry includes all the debts of legal entities and natural persons in Bosnia and Herzegovina which have been realized in financial institutions. The financial institutions include: 1. commercial banks, 2. microcredit organizations, 3. savings-credit organizations and 4. leasing companies. Besides these institutions, the Central Credit Registry may also include debts with the other entities registered for placing financial assets, that have been included in the Central Credit Registry at their request, and also the debts with the organizations engaged in purchase of liabilities.

The registry of legal entities and the registry of natural persons are separated. The Credit Registry of legal entities includes the four categories of debts: 1. loan/leasing, 2. letter of credit, 3. guarantee and 4. other debts. Credit Registry of natural persons includes five categories of debts: 1. loan/leasing, 2. letter of credit, 3. guarantee, 4. cards and 5. other debts.

The purpose of the Central Credit Registry is providing good quality data on the debts of legal entities and natural persons with banks and non-banking financial institutions, and also for the analyses at the level of the Banking Supervision Agencies and the Central Bank of Bosnia and Herzegovina. All the research is carried out on the basis of the Single Identification Number (SIN) and Citizen Identification Number (PIN).

Financial institutions are responsible for the contents of the data in the Registry, which, according to the decision of the Central Bank of BH, are obliged to provide true and complete data, which will be submitted to the Registry. The data are entered upon the approval of loan/letter of credit/guarantee/cards/other debts. Financial institutions update the data in the Registry with each change of the data until the debt repayment or write-off.  

The Central Bank of Bosnia and Herzegovina is responsible for the timely takeover of the data on loans from financial institutions, for the informing of financial institutions on the results of imports of data in the Registry and the positions of the data on their active debts in the Registry. All the debts designated as fully repaid, are transferred to history and are not modified any more. Those data are kept for another five years and reports on them are obtainable in that period. In addition, the Central Bank of Bosnia and Herzegovina makes possible for financial institutions the access to the Registry by internet. The CBBH carries out the registration and administration of the Registry users, whereas the distribution of the programme and equipment needed to access the Registry via internet is carried out by the company authorized by the CBBH.

The users of the data from the Central Credit Registry are: the Central Bank of Bosnia and Herzegovina, the Banking Agencies, credit organizations and other entities which legal entities and natural persons have debts with.

The users may use the data from the Central Credit Registry only with the written approval of business entities and natural persons. They may use those data only for their own needs and as defined by the CBBH Decision on the Central Credit Registry. The data shall not be further reproduced and distributed.

On the basis of the authorization received from the Central Bank of Bosnia and Herzegovina, commercial banks may use the data from the Central Credit Registry also to provide information to business entities and natural persons on their loans, only on the basis of the request submitted in writing. The request of a business entity must be signed by the authorized person and verified by the seal of the business entity, while a natural person has to submit a copy of the personal identification card with the request submitted in writing.
