CBBH Has Defined the Fees to Commercial Banks for Payments Transactions in Clearing Houses

Governing Board of the Central Bank of Bosnia and Herzegovina at its meeting of November 15, 2000 discussed the course of payments system transformation and establishment of clearing houses in BiH. The members of the Governing Board are informed that the process of clearing houses establishment is going well, and that clearing houses will be ready for the operation by the end of this year.

The Governing Board also adopted the decision on the fees that the Central Bank of BIH will charge to commercial banks for transactions in the clearing houses.

Fees for performance of the payments transactions in gyro clearing system are:
- for gyro clearing transactions: 0,05 KM per one transaction
- for leasing of telecommunication lines 210,00 KM monthly
- for groups of orders for payments
- files 4,00KM per file

Fees for performance of the payments transactions in RTGS system of middle level transaction, which are over passing amount of 20,000,00KM, is 1,20KM.

The Governing Board discussed about the staff requirements for the clearinghouses. 14 new employees will be soon recruited, out of total 23 who will work in this new payments Division of the Central Bank of Bosnia and Herzegovina. The employees will be located as well as in the Main Office, so as in the Main Units of the CBBH in Sarajevo, Banja Luka and Mostar.

The Governing Board was also discussing about the arrangements for the cash distribution in Bosnia and Herzegovina after closing of the Payments bureaus, who have acted as agents of the Central Bank of BIH for the cash distribution since 1997 until now. It is decided that the Central Bank of BH will not open for the time being, individual treasuries of its own. Instead, the Central Bank of BH will negotiate with potential agents, processors of the third party in relation to the storage and distribution of cash in certain number of locations for needs of commercial banks. Discussions will be started with the new financial services companies that should develop from the Payments Bureaus to see if they can provide these cash handling services to the CBBH. The new structure will also require the commercial banks to increase the role they play in the cash distribution system in BH. Meeting will be held with banks soon to explain and discuss thee issues further.

The Governing Board of the Central Bank agreed to commence the process for issuing a KM200 banknote. And the proposal on the design of this new banknote will be put to the BH Presidency for their approval shortly.
